How to Start a Background-Check Business?

Tina R asked:

It’s time to start my own business. I have a salaried full-time job at a TV station, where I’ve worked for over 4 years. There’s a high turnover rate in our department, and I want to get out while I have the chance (but I can’t quit until I have something solid waiting for me).

I have a B.A. in Communications, and I’m a thesis away from an M.A. in Communications. However, I also have years of experience in ALL forms of research, everything from legal issues and case work to academic and background checks, and I there were times that I was actually hired by other people to get this information for them. I’ve also worked as a freelance journalist, and I’ve had to conduct investigations and do photography for stories that I’ve published.

I am considering starting my own background check/investigation service. How do I do that? Where do I start? Any advice? If you can give me specifics on the requirements in my state of Nebraska, that would help even more! Thanx so much!
